Can one report to the DVLA a car registered in Alicante for them to remove?

It has thick moss growing on, under and around it, equal to the car next to it which, from inspecting the tax disc, last moved six years ago.

only if its on the public highway. you might need to push it on. the council might collect an abandoned vehicle though.
