Only way I know of to stop a litter tray from ponging is to clean it every day- and yes, even then it's sometimes going to pong.
I don't know about the vet side of things, I go to a place in Blackheath purely because I started going there when I lived in Greenwich, and the vet is a nice chap.
Pricewise I don't know, I assume he's about average.
