I doubt that you'll have a chance to ride on the track of the Berlin velodrom. Just going there will definitively NOT work.
In general, most velodroms in Germany may be used only by club members, you need a licence (which is merely some piece of paper club members may request from one of the two head organisations in which almost all cycling clubs are joined). However, if you are in a cycling club in the UK, you could try to contact one of the clubs here in Berlin if it's possible to join in during their training hours.
