I'm really interested in reducing my growing bike collection by building something that is a bit more versatile (and then convince myself to sell some of the others!). I'd like something that is either single-speed or internal geared hub with mounts for mud-guards and a front rack. Something similiar to this frame would be ideal:

The main uses will be mainly in London either commuting or pub with max mileage being about 15 miles at a time. My budget is £100-150 for the frame which means that I am looking at something used.
Does anyone have any recomendations frame-wise? Will a touring frame work for what I am after? Would just post a wanted ad but wanted to get some general thoughts first so I don't waste peoples time.
