Cinelli stem help?

Im having a similar problem with my XA, Im running nitto bars with a nitto shim to match but no matter how tight I tighten the bolt my bars still gradually tilt backwards.
Would fiber grip work here? Any other ideas?
had the same problem with the same set up, change the stem.
