Which phone are you using? Perhaps they are being saved under Phone-only?
I had a look at mine trying to find a non-synched contact and found a phone number I'd used that was only on the phone. I think you must add it to saved Contacts and specify Google account. If you specify Phone or SIM then I guess it doesn't push them to Gmail.
