Absolutely irrelevant (unless it must be porn).
Only think that counts is that the bike fits well.
The frame is too small if a 400mm seat post is at the min. insert position and your still riding with your knees next to your ears. Or if your knees touch the handlebars.
Small problem is that track quill stems are available in limited number of lengths. E.g. 3TTT in 58 degrees just in 11 and 12 cm. But now we're talking porn again. Nothing you can't solve with normal components.
