In Malta the government bought in drink driving laws- to almost universal resistance.
The punters wanted to drive to the bar, the bar owner wanted the punter to drive to his premise.
Essentially what happened was that the island adopted a new policy- drink driving was fine, but if you have a crash and you have had a drink then it is your fault.
This extends to (for example) you having a half a pint, then being T-boned by another vehicle driven by a blind lunatic whilst you are parking.
It's still your fault as you had a drink before the crash.
