Well in the place i mentioned i counted 5 cameras that have a veiw of the bike rack locking things(what are they called??), i'm sure when theres that many it would help.
But your right, most of the time it dosnt help, i had some chavs walk off with my mtb before outside a shop with CCTV and people around, later they just left it there after trashing it abit, had some older dudes who knew me herd it was stolen and threatend them abit, i was lucky...
