Oddly enough, they're not allowed in ASLs except in Newham. I think some more trials were planned somewhere, but I don't know how far that's got. If the Vespa rider entered the box after the lights had turned red, she had most likely committed an offence. He may have been ranting about motorcycles in bus lanes.
