Stratford's opening will not compensate.
Three reasons:
Stratford will not be able to cope with the numbers who turn up to HH
The Olympics and the opening of Stratford will increase interest.
HH is more suitable to a less formal introduction to track cycling and in particular to children's cycling.
There are probably many more including the other things that HH offers such as kid's mtb and cyclocross.
