Actually that's correct, he was abducted, and was not in the Netherlands legally. It was allegedly carried out by his mother, but as there hasn't been a trial yet it's alleged. She has been arrested though.

sound like it's those case where you can't really prove it as it's long gone, and it's bicycle after all, harder to find owner than a lost kitten.
