My ergonomics tutor says that men and women have proportionally equal legs as measured from the hip joint, just that women's legs are perceived to be longer due to their hips and buttocks having their widest diameter higher up than in men.

That said, she did work on the BMW Mini and that's got notoriously bad ergonomics, so she could be wrong.
