being heavier means that it has more material. More material is stronger thus meaning that it could be better than a supposed high end frame.
Heavier does not mean stronger. The excess material will be in places it's not needed, where on more expenisve frames tubes are butted and treated to remove this excess material, resulting in a lighter and more responsive frame.
Also cheaper and heavier will mean a lower grade of aluminium, which in laymans terms will be more likely to snap.

I don't hate the Visp, just don't pretend that it is anything other than some generic knock off frame from the far east, plus it uses a 27.4 seatpost, and their are various reports on the internet of the rear spacing being out.
Still for 100 quid you cant complain
A lot of the current Columbus tube sets have 0.6mm thick set tubes, which take a 27.4 seat post (28.6 - 2*0.6), which is rather annoying. You'd have thought, with more thinner tube sets around they'd be more 27.4 seatposts but the buggers are like rocking horse poo.

I'm just pointing out that just because a frame is heavier doesn't mean that it's shit. I would accept what you said earlier if you actually knew what grade metals they both are etc. but it would seem that you don't know shit from chocolate.
