yes velo orange and worth the money.
it's one of those thing that you didn't think it'd be useful until you've tried it, I personally find it more useful than a rear rack, especially the width which make it easier to strap a bag or two on it.
I usually tend to have a big saddlebag attached to the handlebar and the rack hold it upright, it's bliss being able to reach in and grab something while cycling.
the downside is that it can affect your steering under heavy load, this varies by the fork rake and the position of the rack itself (attach to the axles, or halfway on the fork), having a bigger rake make it easier to ride under heavy load.
there's other rack that doesn't affect the steering even when under heavy load is a frame mounted rack, this is useful for those who doesn't have eyelit for rack let alone brake hole.
