A month ago, someone did this while driving a convertible, knowing that my opinion count for nough amongst the like of those who value material over people, the best way I can do is sound like a police officer.
The clue is 'sound', you'll get in trouble if you impersonate a police officer, but if you talk like one, they'll think you're a police officer off duty/undercover and subsequently apologise in advance without even saying the magic word 'police'.
Work pretty well when you sound very authoritative.
