RH rear dropout looks bent (chain jammed, rech mech into the spokes or something similar), but this can be made straight w/o problems. You can use that to keep the price low.
Is the fork included?
Funny French (Peugeot) frames may require special components. Maybe components for this frame will cost you more than expected. Take that into account.

I think the combination of bent drop out, no forks, and specialist part problems make me think I should pass. ....especially as it is my first attempt at this....
