This could be a toughie Velocio. I understand the need, but also the logisitics of moderating it.
Does the "Rep" thing not work - whereby you have the ability to report someone, and if you (or other very neutral moderators) deem that report to be false or in someway a form of bullying, then that person themselves could be penalised.
Maybe a yellow/red card system. Two strikes and you get sent to the Realm of Hades...
