I too would be interested in the mechanics of how that could work. The choices are between either a Big Brother style eviction or moderator intervention. BB style could appear to be a witch hunt and moderator intervention seems to sit at odds with your stated dislike of censorship and your "not a content provider" stance. Somewhere in between might be hard balance to strike.
Consensus voting may be an option, but perhaps complicated to implement.
