It is not a speedway style bike, it is a tracker style bike.
They were big in the 70's where I live and I had one myself. You took a road style frame (I used a 24inch wheeled kids race bike), single speeded it, fitted a rear brake, knobbly cycle speedway type tyres, and for some reason huge cow horn bars and if you could do it get the forks straightened a bit.
You then used it for whizzing around roads and bombing through woods, doing sweet jumps and that sort of thing.
Then along came BMX's and then MTB's that were far better suited and the tracker was no more...
