    Economising the benefits of such measures is usually a bad idea (you can't really put a cost on death), but if you go down that route a death is currently assumed to 'cost' about £1.6m (and serious injuries also 'cost' a bomb). By this sort of measure, they help avoid massive costs, but people are generally not too good at understanding indirect calculations like this.
