That's not really ridiculous, it's the guys own fault. He drove off from the police when he'd been stopped. What do you expect the police to do? You'll notice they're smashing his window because the car is still running, the brakes aren't on, and he won't open the door. (Note at the end that the Range rolls into the front of the cop car.) That's common practice, because it distracts the driver for a crucial few seconds whilst they gain access.
