Judging by the 36/32h I built up I'm sure with High flanged hubs these'll be plenty stiff enough even with a lower hole count.

To be fair, I'm sure he knows that anything with Eddy Merckx written on it will get attention, and restorers will happily restore regardless of a shoddy condition. It is probably just about in standard circumstance for a normal bike of that age. And, perhaps excuse the old idiom.. 'Honesty is the best policy'?

Oh it look like you got a great deal, information and photo doesn't show much, but the fact it;s a Brian Rourke is enough to know that it's a good deal, once you spend a bit of time cleaning it up, replacing certain part (like tyres, gear cable), it'll be a great little road bike.
also, please tell me you're sure that it'll fit you nicely, as it's quite a small frame, fit someone who's about 5'4, or less even.

I dunno, hard to tell without much information and the picture doesn't tell much to be honest, but the frame alone would've cost you more than that once you clean it up nicely.
