I'm pretty sure track geometry is tighter than that? Maybe I'm wrong, it also looks like the wheel is fully punched into the drops, hence the slack chain and admirable effort to close the gap somewhat. Or it could be a track frame, closeup picture would help...

wow this is a pretty long post.. anyway, is there any peugeot track frame still for sale? i leave in sweden, but i'll pay for shipping costs. just need a frame(+fork, bottom bracket, headset).
trying to find a peugeot with track dropouts but its pretty difficult to get a hold of one in sweden.
The words in bold below which to my reading is quite a strong indication that he is looking for a Pug :)
