since helmets aren't compulsary each person can do their own risk assessment and make their own decision.
See what you are saying as it is down to decision but I don't think the general public can be trusted with risk analysis!
The same people that feel it is still okay to use a phone whilst driving, speeding, overtaking on blind corners etc, etc,. all things that don't even need a risk analysis as they are illegal to start with.
