Clearly cross but also clearly anti. Non matching tyres, non matching wheels, Ergo levers with s/s, and the colour, and the size doesn't help either.

There's also a mech hanger on what looks to me like a custom or at least pretty high end frame so I doubt it's a conversion, more likely a multi purpose bike which is sometimes used with gears and a geared rear wheel and sometimes singlespeed.
