It is not noticeable from an unsprung weight perspective as nothing is sprung so all weight is unsprung, unless you are talking full sus MTB?
However, light tyres/rims/spokes are definitely noticeable on a bike and probably make the most noticeable difference when saving any weight.
Put a set of Lightweights on a heavyish bike and the bike would feel noticeably quicker/better
