It doesn't matter how hard they hit you, it's a collision and they left the scene without stopping. That's against the law. Doesn't matter if you're uninjured and the bike is ok, if they had bumped into a car and there was no damage then they would still get out and check the damage and (one would hope) apologise. The same should apply.
