I would go back to the time when the roads around London were being built/planned and convince them that their new roads need to be wider, by an extra carriage!
If that didn't work I would make the equivalent to the Hummer Horse Cart, and sell loads of them so that they would need to make the roads wider.
Then hope when I come back to 2010 I have nice wide roads in London to cycle on!
