If the bb shell is 70mm wide, eg italian size, it is very likely to be an italian frame.
but this is no guarantee it is SL tubing, obviously.
In theory, SL was meant to weigh in under 2kg I think. I'm not sure how this would translate to the real world, but the frame should be pretty light either way.
