Yes, maybe more than the frame, but you did not pay the ussual price for the frame. I would say investing 95 (or even more) in having it properly refinished is not a big deal with such frame. If budget is really an issue it is maybe worth considering to move it on to someone who could do it properly. I think that is what I would do.
