you better do smthn with those spacers etc!.. maybe get a bigger frame if you're up for that sit-up-and-beg-style?
The Surly Crosscheck are actually meant to have that much spacer, usually touring bike (although it's a mixture of everything) as a guideline tend to have a higher cockpit than usual for comfort.
it's also why the crosscheck measurment is unusual, a 54cm have a 56cm top tube, a 56 have a 57cm top tube etc., simply because it's build with lots of spacer in mind (higher the handlebar, closer it is to you);
