Look like a faux tilt shift effect, by 'blurring' (in photoshop) the fore and background, but leaving the subject in focus, it create an effect that look like the subject is a miniature as if it were taken with a macro lens.

There's a site full of these pics somewhere. Very cool effect if done right.
