The stem is fine. Most modern frames seem to have a tiny headtube necessitating upward pointing stems for a decent fit. Even for actual race bikes:
The problem with that bike is the spok, which other than being kind of naff is actually extravagantly priced. Probably 4x the cost of those cheapy (white?!) cranks.
