Could one claim compensation from the council for something like that? They are advertising them as locking points, surely they must be responsible for ensuring that the locking points at least are safe from being cut through if they are going to do bugger all about reducing the amount of theft in the area...
Apparently there are 'recommendations' on the materials to use for these but the councils don't have to adhere to them. It would be interesting to find out about this from a legal perspective.
It would also be interesting to find out which boroughs have the correct material and which don't!
