yeah its pretty stupid to have that many risers with a track stem, when he could just remove the risers and put a standard upward pointing stem and have the same bar position, with lost weight and added stiffness. Plus for a track bike the bars look to be a bit high anyway, normally they are around the hight of the front wheel.
But hey, each to their own, if it makes him go faster then do it.
This is rather silly, isn't it? Bar 'height' is relative to saddle height. You can see that the bike in the photo is set up in quite an aggressive position.
Why don't you take a look at my Cannondale? My bars are set up for a low, aggro (albeit comfy) position and the bottoms of the drops are nowhere near the front tyre.
