Leviticus is very pointed about brakelessness. It is an abomination. The Inquisiton was also harsh on the brakeless.
Vatican II, however, appears to have allowed for brakelessness in certain circumstances. After all the Sermon on the Mount (clearly a Biblical reference to cycling if ever there was one) says something along the lines of "Blessed are the brakeless for they shall inherit roads."
