to do that shouldn't cost anything. except the price of a freewheel. and the tools. every cyclist* should own cone spanners, spoke key and freewheel tool.

Yes. Could be a variety of things. Repair, respray, etc
yes it will be. when going from pretty much any multispeed freewheel hub to s/s you will have to respace the hub (i.e. move spacers on the right, to the left) and redish the wheel (i.e. the rim is now no longer in the centre of the dropouts) to get a good chainline.
