The widths describe the centre-centre measurements of the bars at their widest points.
So, this would be the middle of the hole where you put the bar plugs.

So I decided to build a new bike but so far have only been able to afford the wheels. Until I can get myself a frame I thought it might be interesting to put them on my road bike for a little bit. It’s a conversion in the loosest sense of the word as all I had to do was slip the wheels in, the rear dropouts are spaced at 120mm and there were no crank, chain line or BB issues. Considering these wheels aren’t for this bike I’m pretty happy with the way it looks and rides, lovely and smooth.
