Cheap Mavics like CXP22s on shimano hubs make good solid wheelsets, and can be had for well within your budget. I picked up some CXP22s on Ultegra hubs for 92 quid on fleabay. These are the kind of wheelsets that often come stock on road bikes in the £1000 region, and people often swap them out for racier wheels.
