It's sick in the fact that it's forced but population growth needs to be contained. The only diffrence is that because China is a one party state it can do something about it even though it goes about it in a brutal way, while the rest of the world just seems to say it's expectable to have large families and increase the population instead of encouraging small families and population stabilization / decrease. Hence any type of attempt at population control anywhere else draws comparisons with China and their authoritarian methods.
So why can't they introduce a tax on increased family sizes? If you can afford it feel free to have more kids.
