There were more tipper trucks and concrete mixers about this morning (7 am) than usual I seem to remember. Empty. But this was coming up to the City from the South East . So no tipper or lorry should be going there unless they are going to an address close by in the City. The problem being that no one enforces these rules. This is an 'environmental ban' and it is up to the local authority (City of London) to enforce. We are trying to urge all councils to enforce these bans in their area.
