If you are scared to rock the lycra look just wear them under some normal loose shorts. Loose padded shorts don't work that well.
In cool weather leg warmers are good but need to be paired with lycra shorts to help keep them up, they are also nice and small / light to carry if the weather is changeable. In colder weather still I like ron hill trackster / bikester + padded shorts underneath I feel the need for the padding.
In town tend to bother though and just wear jeans and get wet. (13 miles each way commute for reference)
