thats just how modern track bikes are set up. smaller frame = stiffer. the upward rise on the stem is stiffer (possibly more responsive steering) than a flat one with a bunch of spacers in there. also Mdcc is clearly a tallish person which exaggerates the appearance.
obviously a smaller frame is lighter, but theres a limit to how light you can go anyway, and im sure this is right on the limit already so its not small to save weight.
