I really disagree with this. It gets away from the community aspect of polo. My view of the city system is that you are representing your scene, where you play polo and who you play polo with on a regular basis (london being an exception with such a large polo population).
Country by country just goes by pre-determined, established bullshit political boundaries that have been the cause of wars and much bloodshed (amongst many, many other horrible things... dude). These boundaries mean nothing to polo.
However, I agree with Gabes about the UK champs being the deciding factor, even if it's of at the very least the top 3 going through to the worlds and 4th/5th etc if one of those teams can't go.
In an ideal world, given the situation, the UK champs wouldn't decide after the fact but given that 9/10ths of any polo team/players that play serious competitive polo are going to be in Manc. then it's already set up, easy.
