I'd second getting a Surly (from Brixton if you're in London), I love mine and haven't regretted getting it for a second. Also, the service etc you get at Brixton is second to none. Unless you're a giant or midget chances are they will have one built up to test ride in your size too.
Condor might work out quite pricey, but if you did it right first time you wouldn't have to upgrade any bits.
