I always though that the belt cogs use the same thread as a normal cog, and that they need also a lock ring.
That would be the case with the threaded belt pulleys, but I'm pretty sure the District Carbon uses a splined pulley on a cassette rotor.

Gates seem to be supplying only to OEMs at the moment
http://www.carbondrivesystems.com/contact.php?lang=usalthough there's nothing to stop the enterprising amateur from making their own belt drive with off the shelf toothed belt components available from drive factors and a bit of machine work to interface it all to the bike parts.
The Gates parts are horribly expensive in t'shops, complete drives from about $300

Like this, but splined to match your lock ring:
Even better, get your lockring splined to match the universal external BB tool :-) If I ever have to get my local lathe artist to make some custom lockrings, they'll fit that tool, not an old fashioned hook wrench.

I scrape my face off of the floor as a brake. It's pretty low.
