Ok fair enough, i was just trying to make the point that it's clear that the possibility of being caught and the penalty that you will suffer if you are caught factors pretty largely in peoples decisions about breaking laws.

If it was the murder rate in countries with death penalty as the punishment would be lower than countries with out - for example.
