Depends alot on the height of the cyclist. I'm pretty flexible, but only 5'7 1/2" (the 1/2 s important) so only run a 4cm drop on the fixie (Deepish road drops), 2cm on the commuter (using midge bars), and 0 drop on the XC (flat bars).

I've high 'ape factor' long torso and arms and short legs so a lot of saddle to bar drop suits me quite well i think, i usually end up streched out on a set of bullhorns set about 5-6 inches below the saddle
