So you're saying that you would commit a foul, t-bone, pushing someone off, etc, to waste time, but also give the ball to the opposition? Ah, if you don't have possession anyway, yeah, could be a good way of time wasting.
As with all rules, it's at the refs discretion, some refs hardly ever call double-tapouts, some call them way too much.
